The project HIV/TB in the Democratic Republic of Congo has increased healthcare access for HIV / TB patients in the DRC from 42% to 80 % in the years between 2018 and 2022. The project will close for Cordaid as of June 2024. Cordaid is setting up a temporary project finance office in Mauritius to support the closure of this project and completing the 2024 statutory accounts by the end of May 2025.
The project finance team consists of a project Finance Manager, Sub-Recipient Financial Coordinator and 20 Financial Controllers, Senior Financial Controller Cash Management, Supply Chain Accountant and other accounting staff based in DRC.
Cordaid is seeking to recruit eight local finance bilingual (English/French) employees in Mauritius. There are four roles for which the contract period is 12 months and four roles with an initial contract period of 6 months (full time, 40 hours/week).

Position and responsibilities
In the role of Sub Recipient (SR) Financial Controller Accountant, you will be responsible for the timely, accurate and complete recording of all SR transactions in the two accounting systems Cordaid maintains (Tom2Pro and MS Dynamics AX), the overall project accounting and the project financial reporting. You will work closely together with the Sub-Recipient finance staff located in DRC.
You will review and track that all SR reports received and validated are posted in both accounting systems and report the progress to the SR Coordinator and the Finance Manager.
Your main tasks:
-Receive the validated SR reporting and post these into the accounting systems.
-Attach the electronic SR reporting files to the accounting transactions to ensure all transactions are properly supported.
-Produce SR expenditure tracking reports for the SR Coordinator. You ensure the accounts are reconciled with underlying primary data to ensure accuracy and completeness.
-Compare actual expenditure for each SR with the budgeted expenditure and highlight any major variances for follow-up.
-Analyse the SR financial results and balances at period-end providing meaningful comments on variances against budgets and previous periods.
-Ensure the accounting systems are well maintained, including master data and where relevant propose system and or process changes to the Finance Manager.
Qualifications
- You have a completed university degree in accounting.
- Knowledge and extensive experience of accounting standards and practices.
- Excellent knowledge of online Accounting Systems and ideally Tom2Pro and Microsoft Dynamics AX.
- At least 5 years of relevant working experience.
- Availability to commit to a 12-month contract.
- Strong interpersonal skills and professional maturity.
- Social/Communication skills to advise and to spar with the SR Finance Coordinator and SR Finance Coordinators to ensure efficient and effective working practices.
- Flexible attitude, able to work in constantly changing and unpredictable circ*mstances and ability to cope with changes in priorities. Experience with Agile working practices is desirable.
- Diplomatic, culturally sensitive, and result-oriented in dealing with the finance and project staff in DRC and at Cordaid headquarters and your colleagues in Mauritius.
- Good listener and able to make bridges between different stakeholders.
- Bilingual French – Englishwith excellent writing and communications skills in both languages.
- Mauritian citizenship
