42 Notices MINNESOTA SCHOOL DISTRICTS DATA PROCESSING JOINT BOARD EXECUTIVE COMMITTEE MEETING October 19, 1979 Pursuant to due call and notice thereof, a regular meeting of the Executive Committee of the Minnesota School Districts Data Processing Joint Board was convened at 7:00 a.m. on Friday, October 19, 1979 at the Normandy Motor Inn in Minneapolis. The meeting was called to order by Vice Chairman, Darril Wegscheid. Members present were John Bennion, Kathy Hoff, James LiaBraaten, Robert Mayer, Robert Tschirki and Thomas Campbell. Absent, Bernhard Bartel and Howard Seir.

Also present were E. Ronald Carruth and Russell Weitz, of the Ties staff, and William Engier, EIS Coordinator, Stillwater. Dr. Mayer moved approval of the minutes of the regular meeting of September 21, 1979; seconded by Dr. Tschirki; motion carried; all aves.

Ms. Hoff moved approval of the bills presented for payment, represented by checks numbered 6404 through 6417, 6490 through 6504, and 6517 through 6588 in the total amount of seconded by Dr. Mayer; motion carried; all ayes. Dr. Tschirki moved acceptance of the treasurer's report for September; seconded by Ms.

Hoff; motion aves. Mayer; motion carried; all aves. The Committe then turned to an evaluation report filed with it by TIES Management on the ESV tricts loining the Joint Board during the interim. The vote was called: all ayes. Attention was called to the fact that outstate member districts continue to be represented on the Joint Board through 1980-81 and beyond based upon decision made by the individual districts. TIES well -established position is that out -state members continue as fully participating TIES member districts until action by those district school boards establish otherwise.

Dr. Bennion moved approval of the request for Joint Board membership received from the Mahtomedi Public School trict, contingent upon payment of appropriate membership fees, with effective date of July 1, 1980; seconded by Dr. Maver; motion carried; all aves. Dr. LiaBraaten moved that the Executive Committee employ a consent procedure to handle agenda items related to attendance, minutes, bills, treasurer's reports and personnel items with a single motion, allowing for individual questions and discussion as required; seconded by Dr.

Bennion; motion carried; all ayes. Mr. Campbell and Dr. Carruth reviewed the year -long process involved with development of a Joint Board Long Range Plan, covering the period 1980-81 through 1985-86. A recent meeting of the Joint Board Planning Committee was summarized and reviewed.

The Executive Committee was advised that the near final draft of the LongRange Plan will be disseminated among member school districts beginning October 31. The report pointed to the steps following that distribution which will lead into adoption of a final plan by the Executive Committe and referral to the Joint Board at its January meeting. Ms. Hoff commented on the Long -Range Plan, as presented at the Joint board Planning Committee meeting a week ago in which she was a participant. She referred to the report as ambitious, lauded the of the TIES management staff in pulling all of the reports together into a single planning document.

Mr. LiaBraaten emphasized the special impact of the user constituency in the member school districts on the plan and commented that the plan was only as good as the direct input from user groups. It was emphasized that the user was the basic element in committee participation and deliberation. The Executive Committee was advised that its approval of the final version of the -range Plan would be sought at its December meeting. Mr.

Wegscheid reviewed activity at the MECC Board meeting held on the afternoon of October 18, 1979. The report pinpointed discussion at that meeting concerning the summary review and evaluation process posed to be employed among education computer units in Minnesota. The varying viewpoints expressed by the University of Minnesota and the ESV constituency were discussed by Mr. Wegscheid. Ms.

Hoff and Mr. Wegscheid, along with Dr. Carruth, reviewed activity at the State Department of Education ESV Task Force on Computers meeting held on the morning of October 18, 1979. Mr. Wegscheid indicated that the roles subcommittee of the Task Force had met and was continuing to meet to define again the Task Force mission.

The current version of the temporary rules being promulgated by the State Department of Education in response to legislative dictate came under scrutiny and comment from Mr. Wegscheid and Dr. Carruth. They stated that individual school districts needed to review the rules and issue comment during the next few weeks before the formal hearings of the rules set for November 19, 1979. Previously expressed concerns by the TIES Region, regarding the appeals process open to Repions, were reiterated.

A motion by Dr. Mayer to ad- Personnel Payroll System designed by MECC under contract with the State Department. The system and its capabilities were analyzed and reviewed over a number of months. The report under consideration by the ecutive Committee contained a number of alternatives and recommendations necessary 10 adapt the software to use in the TIES Region and among TIES school districts. Concerns expressed involved improvement to security, the need for multidistrict processing, the need to operate with the vendor -supported telecommunications software (Gemcos).

Dr. Bennion moved to accept the report and refer it to the State Department of Education; seconded by Dr. Mayer. Ensuing discussion and questions covered all the above points. Discussion highlighted the recommendation being made to the Department for feasibility study of a second version of ESV-PPS.

The tion further committed TIE resources to participate in that study and in a statewide development effort of a second version of ESV-PPS. Following the discussion, the question was called; motion carried; all ayes. A compilation of 1980-81 member district enrollments had been presented to the Executive Committee two months ago. The Committee reviewed the four quartile groupings for purposes of electing Joint board members to the Executive committee. Updating the list occurs ever yother year.

The enrollment proiections showed a continuing slowing the growth pattern in a few TIES districts and a continuing enrollment decline pattern in many TIES districts. The net result is a slowly declining overall enrollment pattern for TIES over the next two years. Grouping districts for goverance purposes in electing representation on the Executive Committee resulted in several changes. Following review and discussion, Dr. Tschirki moved to adopt the following four groups for governance purposes for the next two years; seconded by Ms.

Hoff. Group I includes Anoka, Bloomincion and Osseo. Group il includes Burnsville, Edina, kins, Rosemount, Roseville, Stillwater and White Bear Lake. Group Ill includes Columbia Heights, Forest Lake, Hastings, Hennepin County AVTI, Inver Grove. Minnetonka, Richfield.
